Payout address activated
Readiness status PENDING → ACTIVE, every setup act returned and none of them blocks.
Headers
t=<unix-timestamp>,v1=<hex-hmac>: a hex-encoded HMAC-SHA256 signature computed over
{timestamp}.{raw_body} (the exact bytes sent, not a re-serialized copy) using your organization's
signing secret for that environment. Reject if t is more than 300 seconds from now, then verify v1 with a
constant-time compare. See Webhook authentication. Dedup on the
delivered event's id, not on this header.

Body
Readiness status PENDING → ACTIVE: every setup act on this payout address has
returned and none of them blocks, so it may now back payouts. Fires however fast the acts
settled: an address whose setup finishes inside the create call is already ACTIVE on the
create response, and this event still announces the settle.
data.verifications carries the verification acts among them; the setup that is not
itemized announces no act of its own.

"payments.payout_address.activated""payments.payout_address.activated"
Event timestamp.
