A CLOSE_MATCH, UNAVAILABLE or DEFERRED_TO_RECEIVING_FI name result changes verifications[] and leaves status untouched, so this event is the only announcement of it. A resolution that does move status fires this and the matching status event both, so dedup on the envelope id.
